1. The demand of technology in the health sector: assistance for public policies

The object of the study is to contribute to the improvement of the performance of the public health system of the state of São Paulo, offering assistance to those who make decisions in the area, through the following activities: the formation of groups and the planning of work; the surveying of new technologies in diagnostic equipment, treatment and administration at the international level; survey of the technology demand for the public health system of the State of São Paulo, through the Health Department ; the identification of potential omissions; and the identification and selection of the most adequate public policies towards improving the public health system, taking into consideration new technologies.

2. Clandestine dairy products: a true dimension of the problem in the State of São Paulo as parameter for the devising of public policies that aim at combating the problem

The dairy industry is considerably relevant to our economy as it accounts for close to 10% to all income of the Brazilian food industry, having been one of the sectors that has shown innovation in terms of the launching of new products during the last few years. Nevertheless, all of this vitality is being threatened by a treacherous competitor: theso-called informal or clandestine dairy industry, which doesn't pass through any type of inspection and is today responsible by more than half of the 20 billion liters per year of milk produced in our country. As well as putting at risk the health of the population, it doesn't pay any taxes into the public coffers. Thus, the real dimension of this problem to the State of São Paulo, based on the apprehensions carried out by the Coordination of the Defense of Farming (CDA) would be of utmost importance. The intention is to carry out this dimensioning, estimating the quantity of clandestine products consumed in the state and discovering their physical and microbiological characteristics, regarding hygiene and public health.

3. Social housing from reforestation wood as an economic alternative for the multiple use of forests

A research group has been developing projects in the area of social housing in wood and untreated clay. The partnership with the Forestry Foundation, which has been working for seven years for the implementation of a policy on forestry recovery, will allow for the study of alternative new markets, principally for social housing, expanding the offer of forestry products that result in better economic benefits.

4. Social dynamism, environmental quality and inter-urban spaces in São Paulo: a social spatial analysis

One of the main challenges in the formulation of public policies in Brazil is the production of standardized and reproductive diagnoses, which can reflect the multi-dimensionality of the problems. Among these challenges, we find the characterization of the dynamics of social exclusion and inclusion. As an example, the Social Inclusion/Exclusion Map of the city of São Paulo, produced by PUC/SP, mapped out more than 40 characteristics of the São Paulo districts, producing indicators on the standard of living and of social exclusion /inclusion. Similar studies have been used in the production of standard of living indicators in other Brazilian municipalities. However, the conventional techniques for the production of the maps based on social economic indicators, used in these studies, have not used the “place” from which the data came as an element for the quantitative analysis nor have they made explicit the environmental questions. To overcome these challenges, we intend to build indicators of social dynamism and environmental quality, which incorporate space as an element of quantitative analysis.

5. Formulation of sectorial analyses and policies: technology based companies

The objectives of the research are: to analyze international practice in the policies of the development of technology based companies (TBCs), looking to evaluate the successful initiatives; to diagnose the main obstacles confronted by the Brazilian TBCs, especially in São Paulo; to evaluate, taking as a reference the international framework, their effects in terms of the generation of jobs, by examining the definition of directives to stimulate the creation and maintenance in technology intensive sectors; and to qualify technical staff of the partner institution to formulate, implement and monitor the development strategies of these companies.

6. A system of document administration for the State of São Paulo

A system of documental administration, formulated from a wide diagnosis of the administrative practices in the state, which will allow for the correction and cure of some problems: the lack of common standards for the registration of administrative acts; the presence of norms and adopted casuistic procedures; the different levels of technologic uses and filing procedures; the dispersion and digitalization of the generated documents.

7. Organization of the municipal education systems of the State of São Paulo: new possibilities in the administration of public policies in the municipality of Bauru

The organization of the municipal education systems in the State of São Paulo and the process of giving to the municipalities primary teaching from 1st to 4th grades, and the necessary increase in the autonomy of schools, demand from the municipal governments a large effort for the development of an intensive program directed towards the administration of the responsible professionals. There are many questions. Among them, we can point to the following: the formation of educational managers; the administration of the development program; in-service training; quality of teaching; institutional evaluation in relation to the system. As well as the creation of adequate material conditions for the functioning of the schools, the municipal governments will have in front of them the task of establishing a clear educational policy.

8. An evaluation of the municipal day care centers of São Carlos

Beginning in 1999, the network of day care centers in the town of São Carlos came under the responsibility of the Department of Education and no longer of the Secretary of Social Welfare. A group of professors from the Federal University of São Carlos and from USP, who have been developing research and projects in the areas of primary education and on the strengthening of the built environment, detailed out the project The evaluation of the municipal day care centers of São Carlos. The desire is to define the current conditions of the functioning of the day care centers, and at the same time, to build a data bank so as to put them onto a computer network. The fact that the city hall is taking over this teaching network for the first time enables the formulation of proposals of alternative interventions regarding the pedagogical/educational concepts, the formation of professionals, the conditions of the state of the buildings, and as well, the production of more efficient administrative and evaluationprocedures.

9. The evaluation of the process of municipalization of the health services of the State of São Paulo

The project visualizes the detection of the resistance factors towards municipalization of the health services, checking their importance and intensity and giving instruments to State public power for dexterity in the municipalization process and for the effective improvement of the services.

10. Territorialities of globalization in the municipality of São Paulo

This research gives continuity to a recently concluded study by the Municipal Department of Planning entitled Economic Profile and Globalization Effects in the Municipality of São Paulo, financed through its own resources. Its central objective is to investigate the territorial demonstrations of globalization in urban areas of the municipality of São Paulo, through its effects on de-industrialization, of the creation of new centers and of social exclusion; as well as to propose public support policies for the transformation of the “globalized” productivity system and for the correction of its perverse effects – social exclusion.

11. The technical training of operators, the environmental education of the local population and sanitation indicators as well as of public health: strategies for the integrated administration of waterway resources in protected areas and the recovery of natural springs – APRM in the Portuguese Acronym , of the Cantareira System.

The project presents the following objectives: to develop a methodology for an integrated, multi-disciplinary and participative administration, in order to favor the application of the administrative tools of Law 9866/97; to structure integrated and participative programs for the training of operators of the Water Basin Committees; to implement participative programs on environmental education with the local population, focusing on the minimization of environmental risks and impacts; to develop indicators on environmental sanitation and public health and to evaluate the standard of living through intervention directed towards the protection and recovery of natural springs.

12. The development of a policy proposal on drugs for the public state universities of São Paulo

The consumption of alcohol and other psychoactive substances at the universities has been the motive for growing concern. Although there is a systematic and comprehensive follow up of this population, the epidemiological evidences available suggest an increase in the consumption of various substances. In the face of this situation, the absence of a clear policy on the issue of alcohol and other drugs at the universities is only contributing to an aggravation of the problem. The instruments to direct the appropriate actions involving students, professors and other university staff are lacking. The present project visualizes the development of a policy proposal for alcohol and other drugs for the state public universities of São Paulo, which could serve as a base for the definition of similar policies in other higher level teaching institutions, both public and private, located in the country.

13. Health spending in the State of São Paulo: methods and tendencies

The present project has two objectives, one of methodological order and the other analytical. The first consists in adapting for Brazil a standardized methodology for collection, classification and analysis of health spending in its public and private components, based on the National Health Account adopted by various countries. This methodology will be applied to systematization, revision and consolidation of the estimates of public and private spending on health over the last twenty years. The then revised data will be used, in what constitutes the second goal of the study, to analyze the tendencies of spending on health in the State of São Paulo in its public and private components and their relative contribution to the funding of health in the State, as well as to identify and define the population groups who use the public and private services. This study intends to constitute a pilot project in the systematization of information on health spending, and that the methodology can afterwards be applied at the municipal, state and national levels.

14. Incorporation of the principles and indicators of sustainability in the formulation of urban policies in small and medium-sized municipalities

The program of post graduation in urban engineering at UFSCar has been developing activities in conjunction with the administrations of small and medium sized municipalities in the State of São Paulo, involving the production of knowledge, the training of the city hall's staff and students in the areas of sanitation and the environment, urban and regional development, housing and transport and road systems. From these practices, and with the studies of indicators of sustainability formulated bydifferent institutions, it can be verified that different regions and mainly small and medium-sized municipalities need to quantify and qualify such indicators, in view of their own characteristics and particularities.

15. Tax administration and the follow up of the execution of the municipal budget

The project aims to the implant a pilot project in the city of São João da Boa Vista, with the goal of providing modern management resources, today accessible only in the private sector, as well as to allow for a better use of the workforce, through the use of information technology and rationalization of the procedures. With this tool encapsulated into a system of computerized administration, it will be possible to reproduce it in various other city halls, creating a Brazilian standard in municipal administration. The project aims to bring competence to the city halls on three fronts: the control of the budget and of its execution; an increase in efficiency in the taxation collection system; and an improvement in the quality of the municipal administration, beginning with the implantation of the programs of total quality.

16. Participative budget – a study of the case of the city of Santo André

The processes involved in the participative budget (PB) have been awakening a growing interest. The participative budget is in general defended by the possibility to improve public administration, turning it more efficient, amplifying democratic practice through the involvement of the population, and reducing the space for opinion, corruption and cronyism. Studies done up until this point on the experiments in progress are insufficient to estimate to which extent these objectives have been reached. What is missing are systematized analyses on the problems confronted and the results obtained, which makes it difficult to evaluate and perfect the process as a unit and to better train its participants. The idea is to research the experience of the PB in the Municipality of Santo André (SP), the town with the fifth largest income in the State (1993).

17. The organization of primary State schools of School Board of Penápolis in cycles: studies and proposals

The policy of continued progression, involving the organization of teaching in cycles, was incorporated into the São Paulo State network beginning in 1998. The measure promotes, in the vision of the research group, a revolution in the administration of school time, space and action historically constructed and demands the collective elaboration of autonomous and pluralistic pedagogical proposals centered on a culture of learning and referenced to the critical reflection of the players under their representations and educational practices. The project intends, in the field of the analytical unit (25 schools), to give dimension to this problematic situation and as well, to build upon and stimulate the formulation of alternatives of intervention. Distance learning strategies will be adopted.

18. Integration system of geo-environmental information for the State of São Paulo coastline with application to coastal management (Siigal)

The coast of São Paulo characterizes itself as a region of great social-economic importance, with strong appeal for the implantation to real estate businesses destined towards tourism and leisure, as well as port activities, and essential industries, service and commerce for example metropolitan area to the city of Santos. The scenario of intense environmental degradation as a consequence of a lack of territorial order and of diverse risk situations imposed upon the population who inhabit the coastal region, point to the necessity of regional planning that will permit the minimization of conflicts between economic development and the preservation of ecosystems. Looking to turn even more effective and applicable the use of studies on the physical environment which have already been done, the present project intends to develop an Integration System of Geo-Environmental Information for Coast of São Paulo (Siigal).

19. Health Inquiry in the State of São Paulo – a population based household inquiry in cities of the State of São Paulo, 1999-2000

The necessity for information on health has been widening and diversifying over the last few decades. There are new health indicators not derived from secondary data sources such as occurs with the mortality rate and some other morbidity rate, but based on inquiries into health. Population based inquiries represent unique opportunities to obtain real information about perceived habits, auto-evaluation on health, exposure to violence, prevalence of risk factors, disabilities, limitations, the impact of health problems on the activities of daily life and on the standard of living, as well as access to social support and the integral use of health services. Researchers at State universities and at the State Health Department, all with prior experience in household inquiries, have formed a research group to go deeper into this methodology.

20. Municipal public policies in Campinas: the generation of a multi-media data base

Part of the news items in the local press regarding the lifestyle Campina citizen is of interest in the formation of municipal public policies. The municipal public libraries, however, don't always perceive the potentiality of the information stored in their magazine libraries, those which are justified almost always for the tasks of primary and secondary schooling. The proposed project presently foresees the development of methodologies for the textual organization and imaging of material published in the local press and stored in the Municipal Public Library of Campinas, as well as to foresee in future developments the organization of a data base of such information over the period 1960-1998 with multi-media resources, from which will be selected an amount of 50,000 items (newspaper clippings) and organized according to the themes of the Secretaries, autarchy and companies.

21. Pre-project of the evaluation of epidemiological and clinical-laboratory variables before and after the implantation of a system of integrated attention to diabetic patents

It is expected that the world incidence for diabetes will increase from the current 110 million people to 240 million in 2010. Intensive metabolic control, the treatment of hypertension, hyperlipidemias and the efforts in the changes of life style are huge users of financial resources destined to the health systems throughout the world. To be possible to minimize the costs to the health systems, urgent and efficient methods are necessary in planning for demand. The data accumulated by the project will allow for the development of preventative measures, diagnosis, control and treatment of the patient with diabetes in the environment of the public health network.

22. Evaluation of quality in São Paulo pisciculture. I – chemical and microbiological evaluation

The creation of aquatic organisms is an economic activity of vital importance for the production of fish. In Brazil, this activity is still in its infancy, but is motivating a large number of producers in the State of São Paulo to invest. Many of these producers are being stimulated by the demand for live fish for fish-and-pay ponds. Researchers and technical staff in the area of pisciculture are worried about the use of chemical products for the control of sicknesses of the fish. The use of these products occurs due to the low resistance of the fish, in function of the shortage of essential nutrients in their artificial diet, exploration of species not adaptable to the region, leading them to stress and the appearance of micro organisms and parasites on the host fish. The concern is with the possible health risk to the consumer.

23. Technical and management evaluation of the hemotherapy services in theregion coveredby the hemocenter of Ribeirão Preto

The HemoRede SP (the State System for Blood and Hemoderivatives) is made up of five public hemocenters (one in the capital and four in the interior) that coordinate a capillary network of Hemotherapy Services. The Hemocenter of Ribeirão Preto, through its network of 13 units, directly attends to 110 hemotherapy services (Blood Transfusion Centers) that are responsible for the hemotherapy service to 174 municipalities. Although the quality of the blood provided through this service is controlled to the same standards as in the developed countries and the Hemotherapy Services are regularly inspected by Sanitation Vigilance, little is known with respect to the technical and management quality of these services. A better understanding of this reality is fundamental both for the formation of public policy in this sector, and to allow for an improvement in quality in the area of hemotherapy.

24. Evaluation of the participative processes in the environmental education programs: assistance for the outlining of public policies

During 1997 the Program for Environmental Education of the Department of the Environment and Green Areas of São Paulo (SVMA in the Portuguese acronym) worked with the people and schools in the east and north regions of the city of São Paulo. Simultaneously, the SVMA through the Billings Project, in partnership with local entities, civil society and the Education School of USP, developed an educational environment campaign involving 17 public schools of the District of Pedreira (in the south of the city ). The group understood the participation of society as an essential factor for success in the resolution of social-environmental problems. Thus they have come up with some issues for reflections: what are the values, interests and attitudes that stimulate participation? how can we understand the process of participation and the tools necessary to make it viable? how can we evaluate the process and the results of this participation? Questions such as these stimulate the development of this pre-project.

25. A diagnosis of pisciculture in the State of São Paulo

Pisciculture is, doubtlessly, a productive activity with great growth potential in the state of São Paulo. If on the one hand such a growth can generate greater use of the workforce and a higher income for rural and industrial producers, it can at the same time generate serious environmental problems, mainly with respect to water resources. From a census point of view, the activity currently brings togethera minimum of data, a deficiency that could damage the implementation of orientation and disciplinary development policies to the sector. The present study envisages, through the collection and ordering of data, a contribution so the public sector can make policy decisions that will benefit the work of the technical and research assistance and the analysis of the environmental impact.

26. Information system for taking municipal decisions

The project intends to conceive and to model an Information System that will give support to planning and decisions making, aiming to respond to the local social demands, and considering the present financial conditions of the municipal public administration. The two institutions have registered previous successful experiences working together. This was the case of the studies that resulted in the demarcation and mapping of the areas of social exclusion of Presidente Prudente in 1997. Summing up, this project has the following characteristics: a) the development of methodology for dealing with information;b) the construction of a system for the collection and analysis of geo-referenced information; c) pilot program in test area; d) respective evaluation of the collection system looking at the general recounting of the social exclusion areas of the town of Presidente Prudente already detected, and demarcated in a previous project. At a later date (second phase), the intention is to extent the applicationof the system to the totality of the social exclusion areas of the town that today encompass more than 30% of its households.

27. Implantation of a Public Library Network: a proposal for an educational policy on promoting reading for the inhabitants on the outskirts of Campinas

The proposal is to carry out an investigation with intends to get to know the peripheral districts of Campinas, whose inhabitants do not go to public libraries. To begin with, a survey of the zoning maps of the city will be carried out, also one in the categories of users, in order to diagnose which of the regions are poorest in reading. After this diagnosis, there will be surveys, through stratified sampling, of reading interests of the possible readers resident in the selected districts. Two buses will be adapted as mobile libraries with a book stock selected by a team of specialists in reading. The research data will be collected through the Structured Interview Mode. The results will have as their goal the establishment of a policy by the Municipal Secretary of Education for implanting sub- libraries, with reading stocks adequate for the needs and interests of the readers.

28. The development of methods to evaluate results and to generate indicators of the performance of the policies of the Department of Agriculture and Provisions of the State of São Paulo

The Agriculture Department of São Paulo applies policies for the improvement of production, to reduce the cost of food, to preserve the environment, to benefit low income population, to improve the standard of living of the population and the food supply. Looking at a more adequate and more sustainable use of land, this policy translates itself into programs for the conservation of soils, for the recovery of degraded areas, the restoration of production capacity, for the reduction of insecticides, the elimination of slash and burn agriculture, the planting of forests, the preservation of natural springs etc. Standardized procedures for the evaluation of the current policies and their results do not exist. The defining and application of these methods will involve a capacity for spatial analysis of the actions and of the differentiated impact of the public policies due the diverse agricultural environment in the State, through the implanting of geographical information systems. The time analysis, in a dynamic agriculture that reacts immediately to financial and economic policies, will be able to count upon the assistance of orbital monitoring techniques. The proposal is associated with the scientific competence of the research team from Embrapa Satellite Monitoring and with the Agricultural Department.

29. Micro credit: Experiences and its potential

When one studies the relationship between financing and development, one always thinks about large volumes of money and a huge scale of investment. Some experiences that began in Asia and Africa through the creation of financing systems directed exclusively towards populations of low income have not only shown themselves to be viable from the point of view of operational costs and of low breach of contract, but also have contributed to improving the conditions of life of the communities involved. The worsening of the problems related to poverty and the generation of jobs in Brazil over the recent past, has stimulated the first experimental transactions with institutions of micro credit. At the national level, a highlight is Portosol in Porto Alegre and, at the State level, the People's Bank of Santo André. Various cities and regions in the state intend to establish these institutions. Consequently, to study and to evaluate the already gained experience is of fundamental importance in facilitating this diffusion.

30. A housing and urban development policy for the Municipality of São Sebastião

The municipality of São Sebastião is going through a process of intensive growth of irregular settlement. This dynamic situation characterizes itself through accentuated social exclusion – poor people excluded from the housing market, which is highly speculative – and a strongly predatory movement for the environment. The economic and social life of the municipality – a tourist town – depends on its environmental patrimony, threatened through the illegal occupation of land originating from the lack of living space for the low income population . The proposal aims to point out directions for the administration of this conflict by through the development of a housing and urban development policy.

31. Public policy territories and self-sustainability: the evaluation and proposals for the Hydrographic Basin of Mogi-Mirim

The objective of the present project is to carry out the design of public policies based territorially, directed towards the regionalized agriculture- industrial complexes and of strong economic, political, social and environmental impact. The territory to be analyzed is the Mogi-Mirim river basin. The proposals for the public policies presented in the project will take into consideration three questions articulated within the scope of sustainable development: a) socio-economic and environmental impacts; b) political, technological and economical viability and; c) the articulation of the agents socially interested in regional sustainable development, which could constitute a network of territorial power and give course to the designed policies.

32. The definition and quantification of forestry raw materials (pine and eucalyptus)in the State of São Paulo

The project intends to define and quantify the raw material coming from the reforestation carried out in the state of São Paulo, through the use of geo-processing techniques and the digital analysis of orbital images. Initially the reforestation will be identified by genre (Pine and Eucalyptus), and afterwards identified by species, conditions of management (rotation, thinning, resin extraction) and respective ages. The data that will be available is strategic to the sector of the mechanical processing of wood, cellulose, paper, sheets and hardboards, charcoal and resins. At a second phase, the intention is to carry out the volumetric evaluation of the available raw material through sampling of all of the areas covered and stratified as previously indicated. SEBRAE-SP will support the Forestry Institute through an internal team specialized in projects with complementary characteristics to the proposal under question.

33. Interaction between the university, non-governmental organizations, and public administration for the development of research-action programs with the objective of transforming a poor district into a healthy community

It is universally recognized that knowledge is a wealth and socio-economic development tool. The intention is to install, in a small community close to Unicamp, a Center of Work and Research (CWR) to develop research-action programs and to create centers of education actions to spread out knowledge relevant to the introduction of improvement in health, education and culture. The CWRs – which will be manned with researchers, professionals or representatives of the social agencies, university students and residents – will act above all through the social agencies and resident groups, who will be specifically trained with inter-sectorial guidance so as to exercise the function of community agents to each one of the 5,000 families that live in the region.

34. The use of biological indices in the bio-monitoring of the continental aquatic environments – rivulet rapids

This project will be developed in the Atibaia region with the intention of validating methodologies that use biological indices for an evaluation of the quality of the water, which considers the integrity of the ecosystem for the protection of water life. The study region was chosen due to its physical characteristics and to the fact that the Environment Department is implementing the Plan of Sustainable Development Between Ridges and Waters for the area of influence of the duplication of the Fernão Dias highway, guided by Agenda 21. Different aspects of environmental quality will be tackled, with the employment benthic community, periphyton and riparian vegetation, as indicators for the state of conservation of the ecosystem. A degradation gradient for the basin of the Atibaia river will be defined, and eight collection points will also be allocated.

35. Characterization of a technology park model in intensely urbanized zones as an instrument for regional metropolitan development, in an information and knowledge society, stimulating the increase in competitiveness through academic research groups, valuing and spreading the existing intellectual capital.

This proposal innovates in the perspective of a model directed to metropolitan regions, as the majority of existing experiences that are installed in medium-sized towns. The methodology to be used in the present proposal involves the critical analysis of relevant national and international trials. A pilot project for this model is suggested for the city of São Paulo. Part of the project is the training of the technical staff of the partner institutions in the formulation and implementation of the model, allowing for the reproduction of the same in other cities of the State of São Paulo. As the principal products in the pre-project phase, there are: the contact with the institutions considered model, forming a system of information to aid the process of the characterizing ofthe Technology Park; a critical analysis of national andinternational trials; the evaluation of existing mechanisms of promotion and diffusion of innovative technology.

36. Mass Movement on slopes due to the liquefying of clays: environmental evaluation and contention works in the city of Taubaté.

Throughout the whole of the Paraíba valley, there were heavy rains at the end of December 1999 and at the start of the following year. In Taubaté, in the district of Immaculate Conception various residences situated in streets with accentuated declines showed crevices and cracks that caused considerable trauma among the residents. A first analysis showed that the crevices had been caused by movements of differential mass always in the direction of the central axis of the paved streets. The suspected cause of these movements fell upon the collapse of the sewage drains which didn't support the reflux of the waters originating from irregular sewage connections. The investigation into the cause of the problem involved the use of geo-physics methods for the detailed determination of the location of the predominantly clay deposits on the slopes and on the places where there had been a collapse of the sewage drainage system. Once the cause of the problem is determined, solutions such as the work of substitutionof the sewage network and waterproofing of the predominantly clay brickwork will be adopted.

37. Research program into public policies looking at the implantation of small waste product transformation units for the production of recycled raw material

Since 1997, the municipal prefecture of São Bernardo do Campo has been implanting a program of selective waste collection which has as its main characteristics the involvement of the population in the process of the waste selection from generating sources and the job creation the poorer sectors of society, such as rubbish and street paper collectors, in the selection and processing of collected recyclable materials. There is an expansion plan for this selective collection. Other selection and processing sites are to be created, in adequate and ceded locations by the city. Its operation will be carried out preferentially through associations of collectors. With the evolution of the program, in the case that there is the possibility and the interest, there will also be technology for the transformation of recyclable material into some type of final product.

38. Development of methodology for the administration of the water services for human consumption, its supply and distribution .

A supply system of fresh water is composed sequentially of: capturing, treatment, distribution and consumption. Considering that until the treatment in the stations the procedures and techniques are well understood, what one sees is a gap in understanding after this stage, which is the objective of this project. Currently the control of the water coming from the treatment stations is done by analyzing samples at the end of the main exit pipelines. A distribution network is a grid composed of main pipelines, secondary pipelines etc., where in any region the network is susceptible to contamination through infiltration from the environment or corrosion of the pipes. These possibilities of interference can alter the composition of the product making it improper for human consumption. On the other hand, after the water arrives at the water meter of the consumer it will pass through an internal hydraulic system which could show similar problems to those of the network. The water storage tanks don't always receiveperiodic cleaning. Therefore the current control method is unsatisfactory. The proposed model allows for the collection of samples both at the water meter and at one of the taps past the water tanks. (the final consumption point).

39. A study on the impact on vehicle traffic of the measures to improve pedestrian safety

The goal of the work is to verify the degree to which it is possible to reduce the negative impacts on vehicle traffic from the measures that aim to increase the space and the time allocated to pedestrians when the highway system is functioning and the lasting effect of these interventions on the operation of vehicle traffic. This is an aspect of considerable importance, taking into consideration that pedestrians account for between 50% and 70% of the traffic deaths in the city of São Paulo, according to the official statistics of CET/SP.

40. A study of the biological factors for the transmission of dengue fever to underline control and prevention mechanisms – quantitative epidemiology

Dengue fever is caused by a virus transmitted by the mosquito Aedes aegypti, which, if finding suitable conditions, can become a public health problem at the national level. As there are many factors influencing the transmission of dengue fever, it is important to study the vectorial capacity of Aedes aegypti regarding the socio-environmental variations. We use quantitative methods to evaluate the above possible effects and to estimate the impact of different control and prevention methodologies. The final stage will be the study of different control mechanisms that could discriminate the more effective and efficient forms, whether they be isolated or done together (theories of optimum control).

41. A pilot study for the evaluation of costs/benefits associated with the integrated treatment of water, sewage and rubbish by Sabesp

The transport and treatment/deposition of solid residues is one of the major problems of Brazilian cities. Excluding industrial residues, the responsibility of the generator itself, the other residues have to be evaluated and treated so as to make their treatment and deposition possible in an economic manner. Sabesp, on the other hand, since its very constitution was characterized as the environmental sanitation company and as such until now has been concerned with the administration of water and sewage in the São Paulo towns. Nevertheless, solid residues have not yet been the object of a more exhaustive study on the part of the company. This being the case, and taking into consideration a multi-disciplinary approach, this study intends to assist in the construction of a methodology of analysis and integrated administrative on solid residues and water resources.

42. Agro-environmental diagnosis for the administration and monitoring of the River Basin of the Jundiaí-Mirim

As a result of a combination of population pressure, problems of managing the soil and water resources, various cities are in a state subject to an accelerated decline of productivity that leads to environmental degradation and mainly and jeopardizing the quality and the quantity of their water resources. The micro hydrographic basin of the river Junidiaí-Mirim, located in the cities of Jundiaí, Jarinu and Campo Limpo Paulista, is the main natural supply of water for the city of Jundiaí. A previous survey, done by the city of Jundiaí and the Agronomy Institute of Campinas, on the main tributaries of the river Jundiaí-Mirim, identified serious problems of environmental degradation along its margins, characterized by the improper use of soil, rubbish, mining and mainly the silting of the waters of the rivers. The diagnosis of the physical use of the area (use of land, soil, topography, erosion, capacity for the use of land and land use system), the evaluation and monitoring of the quality and quantity ofthe waters associated with the shaping of a Study of Environmental Impact, are essential factors to invert the process of degradation.

43. Awareness of the need for a lowering of noise in schools: a concern by Public Administration of the hearing levels of school children and the improvement of school performance

Brazilian legislation limits the exposure to noise, to the maximum of 85 dB(A), for every 8 working hours, to prevent the loss of hearing, stress, lack of concentration, and the lowering of performance. In schools, asimilar prevention should be adopted, since the pupils, unadvised about theill-effects of their screams during intervals and breaks, reach a very high noise level, it having been registered at values of up to 110 dB(A), which, by referred to legislation, corresponds to the maximum exposure time of only 15 minutes. The Program of Hearing Health of the Prefecture of the Municipality of São Paulo, having begun a study along these lines, with pupils and teachers, recently turned to the IPT due to its 25 years of experience in the control of noise, looking to manage support for an in-depth look and expansion of the program. Finally, it was decided to put this project to FAPESP.

44. Digital chemical finger printing: a new instrument in the implementation of public policies in law-enforcement .

The lack of precise information about the origin of narcotics and about their distribution routes, besides making difficult the preventative action of State agents, makes the establishing of the public policies difficult, in the medium and long terms, for the establishment of preventative strategies and to combat drug traffickers. Based on this, about one year ago the Institute of Nuclear and Energy Research, an organ associated with the Ministry of Science and Technology, and the Institute of Criminology of the Department of Public Security of the State of São Paulo, the organ legally responsible for public policies in the areas of criminal investigation and forensic research, began an innovative project looking to establish procedures that would help in the identification of the origin and the route for the commercialization of drugs through their chemical signature. The program is broken into two parts: the first is that all material brings, in its chemical composition, information about its origin.The second is that the quality of this information will be better depending on the number of variables studies.

45. A proposition for public policies beginning with models of the evaluation and administration of the socio-environmental impacts of public visits to conserved units within the State of São Paulo

The units of conservation and of forestry production under public domain in the State of São Paulo, close to 900,000 hectares, receive more than 1,900,000 visitors annually. They are concentrated both over time and over space. These concentrated visits have brought problems to the environmental and socio-cultural order. The situation could turn even more complex when one considers that the policy of the State government is to increase these visits – in an non-concentrated manner – looking towards self-sustainability of the referred units, including the generation of income. In the same manner as other countries and of other Brazilian States as well as the Federal government itself, the State of São Paulo is searching for instruments of planning and administration on the impacts coming from these visits. The literatureis vast on this question and there are innumerable experiences of its application in various countries – including Brazil – and the methods and instruments used are various. However, this diversity does not permit, until this moment, the most choice. The proposal of this project to adequately apply these instruments taking into account the definition of efficient public policies.

46. Development, standardization and democratization of integrated methodologies and actions for the training of micro, small and medium industrial companies in the administration of quality and of the environment in the municipality of São Carlos

The innovation of this project lies in the perspective of the creation of a structured methodology and a concrete experience of the elaboration and implementation of directives, which aim the training and adaptation of micro, small and medium sized local industrial companies in integrating quality and environment administration and, taking into consideration the certification ISO 9000 and ISO 14000. The improvement in administrative capability of small and medium companies of the city will contribute to an improvement in competitiveness , turning them more apt to compete in the external market and to the certification for the supply to large companies in the country, contributing to their growth to the generation of jobs and the collection of taxes.

47. Public policies of the city of Piraju: the environmental patrimony and culture as goods of common use by the people (diagnosis, administration and evaluation)

This proposal has its roots in the period during which we participated directly in the public administration of the Municipality of Piraju, as the Municipal Secretary of Planning and of the Environment. When we implanted the municipal portfolio, we let prevail our academic formation, giving to it a profile which would value to the environmental attributes of the city. The proposal presently in epigraph aims to focus, in a similar fashion, on initiatives linked to the environmental and cultural patrimony, with emphasis on archeological assets. Marginalized by industrialization, Piraju has opted for tourism as a form of social and economic development. A fundamental pillar of this activity is notable tourist trails (especially along the Paranapanema river), the archeological sites and the rich architecture produced during the height of the coffee culture, during the Old Republic. Nevertheless, the optimizing of the social and economic use of this patrimony, in the ambit of tourist activities, requires a diagnosis, an administrative model and constant evaluation, in order not to jeopardize it.

48. Methodology of the courses of environmental education in the face of the national curriculum parameters in the valleys of Paraíba and Ribeira – SP

The proposal is to establish a methodology of Environmental Education Courses (EE) included in the professional practice of primary teachers of the official network, making them aware of the necessity of the insertion of the environment issue in an interdisciplinary form, as it proposed at the National Curriculum Parameters (PCN in the Portuguese acronym), mainly in regions which possess degraded areas and with forestry vocation or regions with large protected areas. The PCNs are directives which intend to bring up in schools the questions absent from the curriculum, among them the environment, treated across all of the disciplines. The Forestry Institution, the Forestry Foundation, the Education Department of Guaratinguetá and the Boa Vista Ecological Farm Reserve possess experience of courses with an educational environment theme and for forestry recovery.

49. The prevention of violence through community policing

The Police is applying the philosophy of community policing, which implies a partnership between the population and the police force, with the objective of more effective prevention of crime. Up until the present moment, 42 Community Security Bases have been installed. From now on there will be monitoring of the effects that this community policing might well be producing: a) in where it is being applied and; b) and among the police who act in these areas. The hypothesis with which we are working is that in the areas covered by the pilot-project the indices of criminality are lower than in areas of traditional policing, as well as the subjective feeling of insecurity; satisfaction with the police is higher, as well as a better over all police image; the policeman has a more positive attitude in relation to the community and better self-esteem.

50. Assistance for the implementation of a Training and Pedagogical Innovations Center (PIC)

The present pre-project had as its starting point a study developed jointly between the Municipal Department of Education of Rio Claro and the Department of Education of the Institute of Biosciences of Unesp-Rio Claro during 1997. The completed study had as its main objective the kickoff of a discussion, with teachers of the municipal network, regarding school organization and the pedagogical practices developed within these schools. The Municipal Department of Education of Rio Claro has simultaneously been developing the process of the creation of its own municipal network in primary education and of the organization of CIP. The research project intends to contribute to the implementation of CIP.

51. The occurrence of cases of domestic and sexual violence in the health services of São Paulo and the development of technology in attending to health programs for women

We will investigate the occurrence of cases of domestic and sexual violence among users of the health services classed as the doorways (Basic Health Units and Health Posts) of the public network in São Paulo. The cases and the degree of information collection by the services will be studied, researching among women between 15 and 49 years of age, the frequency and the definition of the episodes of violence, the standard of use of the services as well as complaints, diagnoses and data resolution. We are beginning with the hypothesis, sustained through international literature, that women in situations of violence create a standard of repetitive use of the services and represent a recurring demand, of difficult resolution, even when diagnosed at the first opportunity. There being no data for Brazil, this project is pioneering and will take as a protocol base instruments for investigations of this type coming from an American abuse assessment screening questionnaire and similar research data carried out byus in the case study, as well as our experience of organization and evaluation of health programs.

52. Implementation of the evaluation of the incapacity of a hemiplegic patient and hospital intervention

Cerebral-vascular illnesses are the thirds largest cause of death in our midst, with the incidence of 5.8 cases per 1000 inhabitants over 25 years of age. The failure of primary prevention has obliged us to institute rehabilitative measures which permit the limiting of the incapacity and restore the functional capacity of the patient. The incidence of vascular – encephalic accident (VEC) and its more frequent incapacitating hemiplegia is directly proportional to aging, which makes it the most important cause of disability in old age. The patient who survives an VEC must be introduced into a rehabilitation program that objectively limits the injury and quantifies the functional deficiencies for therapeutic intervention. The proposal of the project is for an in-depth study and to put into practice a qualified reference model for rehabilitative attention for hemiplegic patients based on methodology and systematized actions.

53. Diversity and exclusion: a better understanding of who lives through them and constructing inclusion alternatives

Special education needs to rethink its policies and practices. Public authority has paid more attention for the subvention ofphilanthropic-social work entities, either for not having its own structure within its networks to attend to the different needs of handicapped people, or for considering that their role is to provide assistance “in itself”, understood as a number of places. This project's proposal is to construct a video documentary with the people who make use of any type of special education – handicapped and autistic -, with the educational professionals who work in the public network and with the professionals of the social and philanthropic work entities linked to the City Department of Education of Campinas, that highlights this condition: of the diversity, of the exclusion, of the “science” of living daily under “special” situations.

54. Intersectorial administration of the social policies of the Municipality of Carapicuíba, SP

The city of Carapicuíba, in the Metropolitan Region of São Paulo, with close to 320,000 inhabitants, sees itself characterized principally as a dormitory town. It has districts inhabited by middle class families, but generally with their origins in the city of São Paulo and others areas without infra-structure where poor class families dominate. Consequently, we are dealing with a town marked by inequalities, where the majority of its population find themselves in precarious life-style conditions. We are proposing the carrying out of an applied survey that identifies the concrete conditions of the life-style of this population and characterizes the pertinent social demands.

55. A pedagogical project for the reformulation of high school teaching (Promedio)

The intention of the project is to elaborate and implement a pedagogical project which, attending to the new form of high school teaching established by the Law of Directives and Bases of National Education (LDB/96), promotes a basic education in high schools that will constitute an effective formation for citizens and for permanent life learning in society and in the work place. Specialists from the University of São Paulo, directors, coordinators and school teachers, who volunteered themselves for the project, as well as representatives of parents and students of the surrounding school community, will work together from the beginning of the “pre-project” phase, to conceive and prepare a concentrated performance of the entire school unit around a pedagogical project.

56. The Internet as an instrument for maximizing the service offered by public city libraries

The project intends to develop analyses and studies for the creation of a model for implantation and management, support material (research guides) and systematization of training of human resources linked to municipal public libraries, aiming the creation of public terminals of Internet access in these institutions. So that this newly offered service develops with quality, it is fundamental to have the training of human resources and the systematization of sources of access to information through the creation of research guides. In phase II of the project, it is intended to experimentally implant the project in ten municipal public libraries in the interior of the State. In phase III, the project would be open to the participation of all municipal public libraries in the State.

57. Consolidation of a state system for the analysis and production of data and the constitution of a model of treatment of information that deals with public policies in justice and security, especially at the Center of Criminal Analysis, of the Department of Public Security of São Paulo

São Paulo, in spite of its magnitude in population and economy and of the complexity of its social problems, still cannot count upon a data system duly consolidated in justice and security (data on criminality, domestic and sexual violence and on the impact of social policies in the urban context of crime and violence). However, there are piles of material that need to be structured. The Seade Foundation has available information on incidents and police investigations, arrests, victimization, job market, living standard and population, among others. Nevertheless, the information relating to justice and security can be found disjointed and located in many areas, demanding the formation of a model for its treatment that makes it integrated and accessible. To consolidate this system is a condition for implementing innovative actions for crime control.

58. Models for the replenishing of vegetation for the protection of hydric resources in the degraded areas of various biomass locations in the State of São Paulo

The expansion of the farming frontiers to the interior of the State was followed by intense devastation of the vegetation cover of the state of São Paulo. Such devastation has included areas of ciliary forest that constitute the main element of protection for our natural springs and consequently of the waterway systems used in the supply of water for the ecosystem and for the human population. The implantation of a recovery policy of these deteriorated ciliary forestry areas through man made action constitutes a priority in the actions of the Department of the Environment programmed for the state of São Paulo. The goals are the protection and preservation of the flora and fauna of the state of São Paulo as well as the maintenance of hydric resources in volume and conditions of usage harmoniously with the future necessities of the human population.

59. The present and potential use of soil in the city of São Carlos, SP – a base for urban and rural planning

The problems of the living standards already shown in the medium-sized towns of the State of São Paulo through environmental deterioration are all too evident. Problems of deforestation, industrial migration from the capital to the interior, urban crowding, lack of parks, population concentration in inadequate areas, deposition of rubbish in dumps and liquid effluent etc., lead to urban and rural flooding, erosion and the deterioration of the quality of natural springs. Allied to these problems, there is the growth in public spending in inadequate infrastructure works. In spite of being considered to be the capital of technology, the town of São Carlos is not an exception to this rule. This solicitation is an effort to respond to the challenge that the intense process of productivity restructuring, of re-specialization of industry and the re-definition of the regional vocation of ABC has been putting in place for the occupational opportunities and chances for employment, especially among the more vulnerable social groups, traditionally subject to discrimination in the job market. Innovative initiatives have been attempted by the decision making agencies in local administration: city halls, labor unions, companies. The City Hall of Santo André (PMSA) has been developing policies bringing together the interests of these diverse agencies (one can see their integration in the Regional Chamber of Greater ABC and in the Inter Municipal Consortium of ABC). The PMSA decided, through the Attendance to the Rights of Women, to take a new step in its policy of increasing job opportunities, developing a situation revolving round women and blacks.

The project aims to develop analytical and management capacity on actions involving employment and income in the state. The public policies linked to the employment market in Brazil characterize themselves by being disjointed right from their origin and this is one of the main reasons for their low efficiency. In the state of São Paulo an intense process of productivity re-structuring has been underway, provoking the elevation of unemployment rates and the necessity of professional retraining. For this reason, we intend to produce a diagnosis that identifies what the demands for employment and income and professional formation are, permitting through this, to focus the programs on the target clients of the programs at SERT in the sense of making the public policies linked to the job market in the State of São Paulo more efficient.

62. The elaboration of instruments for the evaluation of municipal health projects

The movement for healthy cities, put forward by the World Health Organization and by the Pan-American Health Organization, is a contemporary movement looking towards the development of urban public policies, with emphasis on the improvement of living standards. In Brazil, the Municipal Health projects are recent, beginning in the 90s. One of the critical aspects is the lack of instruments with which to evaluate and monitor the projects. To elaborate a methodology of the evaluation of Municipal Health projects implies recognizing the diverse social determinants of health and to join multiple conceptions to the process health-illness. Such an evaluation must take into account fundamental aspects, such as impartiality, the social participation and the inter-sectorial cause. This proposal intends to create methodologies and evaluation tools for the process of implantation, implementation and impact of the Municipal Bertioga Health Project.

Do they join the employment market through the formal sector of the economy, or with marginalized work in the informal sector? What are the relations district/school, district/church, district/religion, district/town? Do they participate in community movements? What forces segregate or integrate them in their life-style? What basic changes have occurred over time?

69. An educational project on human rights and citizenship – an evaluation of the performance of the government of the state of São Paulo in the application of the State Plane for Human Rights and a proposal for new practices

This project is motivated by the recent formulation of programs and official plans of education in Human Rights, in the Municipal, State and Federal fields, without having been developed analyses and research for their improvement. For example, with the defense of education for the citizen in the National Program of Human Rights, presented by the President of the Republic in 1996; the project of law Nº 3,884/97, already approved in the Senate under the National Plan of Education in Human Rights, including the proposal contained in Curricular Parameters of the Ministry of Education (1977) of education for citizenship through the system of “transversal themes” from primary schooling to college level; The State Program of Human Rights of the government of São Paulo, that proposes special educational projects for democracy, as well as courses for the training of teachers. The project is divided into two areas: the formation of educators in human rights; human rights in school (application and evaluation ofpilot programs).

70. Challenges of social public administration: the social and strategic impact of municipal articulation in ambit of City Family Minimal Income Program of the City ofSanto André

In this field, there were various partnerships carried out, with, for example, the evaluation of the implementation of the Minimal Income Program (PRM in the Portuguese acronym) – , of the city of Campinas in 1996. Currently, the IEE is developing a technical cooperation partnership with the Department of Citizenship and Social Welfare/Santo André, with the objective of giving advice and technical supervision in the implanting of the Minimal Income Program (PRM).

In the specific case of Piedade, in the state of São Paulo, the experience can may be promising as , beginning with the re-organization of the program of school lunches, it may be possible to implement a process of training of human resources, dissemination of basic technologies for the processing of fruit and vegetables.

Some 30 years ago the Home Assistance Service (HAS) was developed. From the beginning, its activities primarily revolved around programs giving assistance with premature pregnancies and contagious diseases. The aging of the population has altered the demand of the service in general and more specifically that of home assistance and of the hiring of reserved hospital places. Our interest is directed to develop a diagnosis of the service provided through SAD.

76. Specially Protected Areas inthe State of São Paulo: a survey and definition of parameters for the administration and management as assistance to publicpolicies on environmental administration .

The biomass locations of the State of São Paulo are insufficiently protected. It is hoped that beginning with the characterization of the protected areas and of an analysis of the existing models, to elaborate a proposition of evaluation parameters for public and private areas, as well as to propose directives for the administration and management of natural areas, regarding the conservation of the biodiversity, maintenance costs, analysis of cost/benefit economy, social and environmental, models of administration and partnerships and the generation of income, among other themes, as well as performance indicators. It is intended to cover between 90% to 100% of the specially protected areas of the State, both those in the public domain and those under private domain.

77. An administration policy for documentation, institutionalization and the implantation of municipal archives in the State of São Paulo

The project here presented is directed towards municipal public administration. Federal Law No 8,159 of the 8th of January 1991, on the national policy of public and private archives, considers it as a public authority obligation, documental administration and special protection for documents and archives. In spite of the initiatives of Conarq (the National Archives Council) created by the same Law, little has been done at the level of municipal governments. Recent research on municipal archives in the state capitals reveals that only 11 of them, including the Federal District, possess institutionalized archives. Further, in the case of the State of São Paulo, of the 645 cities and towns only nine of them possess this type of archive. The project aims to formulate basic directives for the institutionalization, implantation, organization and operation of archives.

78. Public policies and the strengthening of citizenship – four situations in search of socio- environmental sustainability at the level of local administration

The team coordinated by PedroJacobi (Procam/USP) and Leila Ferreira (Nepam/Unicamp) are centering their activities on the relations between government actions thatstimulate change in behavior in the face of growing environmental problems and the participative practices of the population. The proposed research activities aim the development of a survey centered on the follow up of local governments who carry out actions oriented towards the generation of employment and income, and of changes in the behavior of the population within a perspective of socio-environmental sustainability.

79. Regional economy and employment problems: the case of São Paulo

The objective of this work is to understand the structural problems of employment in the State of São Paulo with the point of view of assisting in the formulation of public policies on the part of SERT/SP. This presumes an investigation of the effects of the changes in the production base on the evolution of the occupational structure of São Paulo during the 90s. During this period, marked by the deceleration of economic growth, by the alteration in the technical-economic standard and by the change in regulation of the Brazilian economy, the occupational problems of the country worsened in a particularly strong manner, hitting São Paulo, a state in which is concentrated the industrial hub of the country. The attainment of such an objective implies two phases. The first consists in carrying out an evaluation of employment, of part-time employment and of unemployment. The second, is destined towards an in-depth analysis.

80. The center for the formation of health multipliers and caretakers in the State of São Paulo

The establishment of this practice throughout the network depends on the formation of multipliers, a policy which it is pretended to implement and evaluate. A modern and adequate unit is to be installed, where theoretical activities and basic training will be concentrated.

81. Center of Action Education: the use of historical documents in teaching history

82. A program of training of public and social agents for the formulation of local policies on urban regulation

The research revealed even that the application of urban planning instruments become more efficient when the group of agents involved (governmental and non-governmental) have an active voice in the process.

The experience of professors of the School of Social Services of PUC-SP see the opportune moment for the creation of the Thematic Center on Violence. From this work comes the credibility of the capacity to participate in the conception and constitution of the Reference and Support Center to the Victims of Violence (CRAVI in the Portuguese acronym). The CRAVI has been functioning since June of 1998, offering social assistance, psychological and judicial help; the greater demand of the center id for the material assistance and protection, in cases of threats against the victim's life and patrimony. It is intended to investigate the expectations and needs of the victims of urban violence.

They were approved and are being carried out by city halls, state agencies and civic associations. The second part foresees the selection of some of these projects for the implementation of pro-active policies.

87. The development of technology for the forecasting of ozone in the lower atmosphere

Among the various atmospheric pollutants, ozone is one of those that has had a most significant presence in the Metropolitan Region of São Paulo (MRSP), frequently surpassing the air quality standards. It is known that repeated exposure to ozone can make a person more susceptible to respiratory infections and inflammation of the lungs, worsening pre-existing respiratory illnesses, and can even provoke irreversible changes in the structure of the lungs. Ozone also provokes damage to crops, leading to a reduction in the production of grain and damage to a series of materials. The project aims the development of technology for the forecasting of ozone in the atmosphere in the RMSP.

Afterwards, more elaborate reports will be extracted. Interviews and the routine accompaniment of the activities of the Partner Institution will also be carried out.

The present project is being proposed in order to, in an interaction between the specific experiences of the members of the team belonging to the School of Sciences and Technology, at the São Paulo State University (Unesp), Presidente Prudente campus, restructure the large quantity of material of the Museum and Archives Foundation, both in the archives and the history material, including cartographic and phonographic material, allowing for a greater agility and efficiency in attending to visitors and researchers. Today the museum represents the old concept of a museum, or that is to say “a depository for old objects” in a totally disorganized fashion. With the present project, it is intended to up-date the museum and the archives in such a manner as to integrate it into the community.

The municipalization of the School Food Program in Campinas dates from 1984 with the State government, and from1993 with the Federal. In the municipality its administration is complex due to the extensive coverage of the program that attends to around 160,000 students. Since 1983, the Nutrition Course of PUC-Campinas has been developing activities together with the Education Secretary with the central objective of optimizing the food program for those at school. To consolidate the partnership between the university and the city hall, this project proposes a diagnosis of the understanding and practices in food preparation and nutrition and the elaboration of quality indicators.

Faced with the current transformations in the public research institutions and development agencies, a model is being sought that will give them greater flexibility and administrative and financial autonomy, greater transparency in the use of public resources, and greater integration between researchers and users. The majority of the methodologies present limitations, estimating, in a segmented and statistical manner, only economic impacts. Our objective is to develop and to apply, with those who will benefit, appropriate methodology for the evaluation of the economic, social, environmental impacts coming from agricultural research.

94. Project for the establishment of an institutional policy for self-administration monitoring of the cooperatives of the state of São Paulo

Cooperatives find themselves at an important moment in public policies as a consequence of the judicial vacuum that was imposed upon them after the Constitution of 1988. Thus, after obtaining self-administration, cooperatives still do not have an efficient way of proceeding fully towards its own auto-control as it evident in the lack of a follow-up legislation, both in administration and in the constitution of cooperative entities. Together with the Ocesp, we intend to establish an encompassing program of monitoring.

95. Public administration and Technical Directories: information in the face of the new municipal competencies .

Technical directories is one of the corner stones of municipal administration. And it is through its data bank that an administration has access to information of different nature, from physical territories to social issues, so that it can exercise the most diverse controls, from taxes to their application, as well as to plan its performance and to implement programs. This work aims to create conditions for the up-dating and working of Technical Directories.

96. The Geography of Crime in Marília: a diagnosis for communitarian social action

Crime is a social phenomenon and therefore demands social action. Clearly trapped between sentiments of fear and insecurity, society claims for public policies for the contention of criminality such as integrated action between the police and the community (communitarian police). To prevent crime is the major objective of the sciences linked to criminology, which sees this prevention as a consequence of action carried out with its components (the offender, the victims and the community) and under the action of socio-economic, political, cultural factors etc. Prevention should be communitarian. Consequently, beginning with a doctorate thesis on criminology in Marília, the intention is to develop a project of integrated action between the university, organs of public security, the executive authority and the community (Community Security Committees and District Associations).

97. The health of the family – an evaluation of the new assistance strategy within the realm of public policies

The Program for the Health of Families (PHF) constitutes an innovative strategy in the realm of health services, as it gives priority to the actions of promotion, protection and recovery of the health of people and families in a whole, continuous and pro-active form. Today there are close to 337 programs/strategies being implemented in the State of São Paulo. As the principal focus of this strategy, the familyis understood, perceived and located beginning with its physical and social environment. The study proposes as an objective to evaluate this strategy and to contribute to an improved performance of the PHF in the State of São Paulo.

98. A Study for the implantation of a Life Quality Observatory in Santo André: a tool for the construction of a healthy town

The study proposes to provide assistance for the implantation of a Standard of Living Observatory (SLO) destined to the monitoring of its multiple dimensions and determinants beginning with a double perspective: on the one hand, the perception of the community, and on the other, the new concepts of development. With the observatory it is intended to carry out a pioneering experiment in the formulation and evaluation of flexible and self-adapting public policies.

99. Interdisciplinary attention towards the deaf pupil: a parental support group and the teaching of Libras. (Brazilian Sign Language)

It is indisputable, according to the new Law of Directives and Bases concerning education, the need for an effective partnership between the family and the State. In the case of deaf children, the family interactions could suffer serious damage when the parents do not understand and/or reject Sign Language (Libras) and the characteristic way of life of their children. Complementing the educational attention to the deaf in Ribeirão Preto, this study intends to describe the development of groups of parents, planning and evaluating the teaching of Libras to them (to be administered by a deaf instructor). The study will provide assistance in order to define public policies in the Municipal Special Education Center (the only Integrated Center of Special Education in Ribeirão Preto and region) and a state public school (the only one in the municipality with special classes for the deaf).

100. The Center of Attendance for Traumatized Rachimedular (Cenatra)

The center of Attendance for Traumatized Rachimedular (Cenatra) constitutes a reference center for the study, research (operational, scientific and technological), innovation, normalization and standardization, diffusion, extension and formation of human resources on a large scale and the high complexity for the specialized integrated attention for traumatized rachimedular. The center will be responsible for the establishing of a policy and for the immediate implantation of seven new state units in the principalhospitalswhich are developing assistance towards traumatized rachimedular. Each one should have a medical team and specialized paramedics.

101. Fresh food distribution in the municipality of Rio Claro-SP: an analysis of the changes in the institutional environment

One of the objectives of a Policy of Food Security is to promote a convergence of actions of government agencies and of the so-called “market”, in the questions of food supplies. Thus, this project has as its proposal an analysis of the processes of distribution and commercialization of fresh foodstuffs in towns of medium and small size, in this case Rio Claro, aiming to understand its dynamics. The analysis will be based on the process of buying and selling in supermarkets, hypermarkets, grocers, street markets, green grocers,looking to understand these mechanisms of business and the contractual relations between medium and large teams and the horticulture producers.

102. Center of Social History of the City: the urban and social transformations of the city of São Paulo from 1963 until 1999

PUC-SP researchers have joined the Municipal Department of Culture for the recovery of the documental iconographic archive, for its systematization and to make the material available for consultations, with the ultimate goal of preserving relevant documental sources on the social history of the city of São Paulo. The iconographic material, preserved and available through a data bank and images, will be amply used by educators, students of the most diverse levels, historians, social scientists, architects and those studying urbanization.
