Pacheco\u2019s name was one of three put forward for consideration by the governor, alongside Guilherme Ary Plonski, from the School of Economics, Administration, Accounting, and Actuarial Science at the University of S\u00e3o Paulo (FEA-USP), and Carlos Frederico de Oliveira Graeff, from the School of Sciences at S\u00e3o Paulo State University (FC-UNESP). Pacheco has a degree in electronic engineering from the Technological Institute of Aeronautics (ITA), a master&#8217;s and PhD in economics from the University of Campinas (UNICAMP), and a postdoctorate from Columbia University, USA. He is a professor of economics at UNICAMP. He was executive secretary of the Ministry of Science, Technology, and Innovation (MCTI) and chairman of the Board of Directors of the Brazilian Funding Authority for Studies and Projects (FINEP) between 1999 and 2002.
