Raupp has a degree in physics from the Federal University of Rio Grande do Sul and a PhD in mathematics from the University of Chicago, in the USA. Based in S\u00e3o Paulo, he is an associate professor at the University of S\u00e3o Paulo and has vast experience in science and technology management. He was a director of the National Institute of Space Research (Inpe), the National Laboratory of Scientific Computing, the Polytechnic Institute of the State University of Rio de Janeiro and of the Technology Center of S\u00e3o Jos\u00e9 dos Campos (SP).
