El texto establece que la inversi\u00f3n anual en actividades de investigaci\u00f3n b\u00e1sica aplicada y de desarrollo tecnol\u00f3gico, deber\u00e1 ser gradualmente elevada hasta el nivel m\u00ednimo del 2% del PBI. La propuesta ser\u00e1 llevada al plenario.
