El acuerdo fue sellado durante la visita del presidente Fernando Henrique Cardoso a Rusia en enero de este a\u00f1o. El presidente de la Agencia Espacial, Yuri Koptev, demostr\u00f3 inter\u00e9s en lanzar cohetes rusos del Centro de Lanzamiento de Alc\u00e2ntara, en Brasil.
