- Between 2020 and 2024, the budget committed by the Brazilian Ministry of Science, Technology, and Innovation (MCTI), excluding support activities, increased by around 160% in nominal terms, rising from R$3.4 billion1 to R$8.7 billion. In real terms2, the increase over the period exceeded 100%
- The rise reflected a greater execution of non-reimbursable allocations from the National Fund for Scientific and Technological Development (FNDCT), which at current prices varied from R$928 million to R$6.4 billion in the period, representing nominal growth of over 580% and real growth of 430%
- In contrast, the budget committed by all other budgetary units of the MCTI decreased nominally by 5%
- The FNDCT’s investment capacity recovered, partly as a result of Complementary Law No. 177/2021, which prohibited the placing of any limit on its budgetary and financial execution, and partly due to a nominal increase (greater than 130%) in the amount it raised from various sources, including sectorial funds and returns from FINEP credit agreements
- One example of this recovery was the performance of the budget action “Promotion of projects for the implementation, recovery, and modernization of the public institution research infrastructure (CT-Infra),” the budget of which was less than R$30 million in 2020, but exceeded R$1.9 billion in 2024
